'Biopools' are not germ free because 1) they contain nothing in the water to kill bacteria or inactivate viruses or protozoan cysts and 2) every time you swim in them you are introducing your own bacteria including Pseudomonas aeruginosa that is fairly ubiquitous and your fecal bacteria and your viruses (if you're sick). If there is sufficient nutrition in the form of nitrates, phosphates and carbonates (or carbon dioxide) for plants to grow, then there is plenty for bacteria to grow as well. Remember that under good growth conditions, bacteria can double in population every 15 to 60 minutes.
Now that said, people swim in natural rivers, streams, lakes, etc. all the time and most do not get sick (though some do). However, that is not the same thing as claiming that the water is sanitary and the volume of water (i.e. bather load) is quite different.
It's a spectrum of risk. It most certainly is not appropriate for a public/commercial pool environment where one sick person can infect dozens if not hundreds of others. As for a private pool, that's a personal choice.
