Goldline-15 hayward salt generator not working

I have the hayward goldline t-15 salt generator. I just noticed that my pool was starting to turn green, so I went and checked my salt generator and noticed that the power LED and the generating LED keeps turning on for few secs, off for few seconds, on, off, on, off and so on. I can hear a clicking sound coming from one of the round brown looking tubes next to the LED. SEE pic. Can anyone help me figure out what is causing the power and generating LED to turn on and off. Thanks
